
The Texas Commission on Environmental Quality (TCEQ) is renewing the Texas Pollutant Discharge Elimination System (TPDES) Multi-Sector General Permit (MSGP), TXR050000, which authorizes the discharge of stormwater associated with industrial activity. The current permit expires on August 14, 2026. The renewal is tentatively scheduled for the Commissioner’s Agenda on July 15, 2026. MSGP documents will be available for viewing at least 8 days prior to the agenda date, however the MSGP will not be finalized until it has been signed into effect.
This renewal will bring updates that affect how facilities maintain stormwater compliance. Understanding these changes and planning early will be critical to ensure uninterrupted permit coverage.
Anticipated Changes to the MSGP
While the final language has not yet been released, proposed updates include:
- Clarification of Standard Industrial Classification (SIC) codes to improve permit applicability and sector assignment

- Expanded NetDMR reporting requirements for electronic data submissions
- Acceptance of electronic Stormwater Pollution Prevention Plans (SWP3s) to streamline documentation and review
- New Benchmark Monitoring requirements for certain industrial sectors

Implications for Facilities
Industrial facilities covered by the MSGP must obtain new permit coverage once the current authorization expires. This process will include:
- Preparing an updated Stormwater Pollution Prevention Plan (SWP3) with all required sector-specific details
- Submitting a new Notice of Intent (NOI) for TCEQ approval
- Implementing any additional monitoring or reporting that may result from updated sector requirements
