
EGLE and EDGE Engineering Collaborate on Advanced Risk-Based Corrective Action Solution
The Michigan Department of Environment, Great Lakes, and Energy (EGLE), in partnership with EDGE Engineering and Science, LLC, has successfully rolled out a groundbreaking Michigan Risk-Based Corrective Action (MIRBCA) program to address the longstanding challenge of managing Leaking Underground Storage Tank (LUST) sites across the state.
Designed to align with the ASTM International RBCA process and current EGLE protocols, MIRBCA represents a significant advancement in Michigan’s environmental management approach. The project, which spanned from March 2021 to August 2025, saw EDGE Engineering play a pivotal role by conducting comprehensive training sessions for EGLE staff, developing both draft and final guidance documents, and creating Tier 1 and Tier 2 report forms. Additionally, EDGE delivered robust reporting data tables and an Excel-based computational software suite, all aimed at supporting accurate and efficient risk assessments.
Beyond internal training, EDGE extended its educational outreach to the regulated community, helping stakeholders across Michigan better understand and implement the new MIRBCA procedures. These efforts are expected to streamline the management of LUST sites, safeguard human health and the environment, and reduce remediation costs statewide.
Pilot testing of the MIRBCA methodology at several sites demonstrated its effectiveness, and full-scale deployment is projected to deliver significant resource savings for the Michigan Underground Storage Tank Authority (MUSTA). Regulators and consultants have reported that the new computational software, standardized forms, and data tables are valuable tools supporting day-to-day operations.
