Are You Ready for Texas’s Annual Waste Summary (AWS) Reporting?

Are You Ready for Texas’s Annual Waste Summary (AWS) Reporting?
September 15, 2025 Edge Engineering

The 2025 Annual Waste Summary (AWS) reporting season is just around the corner.  For facilities across Texas, this marks an important period for ensuring compliance with the Texas Commission on Environmental Quality (TCEQ).

The AWS report provides the TCEQ with a detailed summary of your facility’s hazardous and Class 1 industrial non-hazardous waste activities from the 2025 calendar year.  Staying proactive is the best way to maintain compliance and avoid potential penalties.

Is an AWS Report Required for Your Facility?

A detailed AWS report is mandatory if your facility met any of the following thresholds during the 2025 calendar year:

  • Generated 2,000 pounds or more of industrial non-hazardous Class 1 waste.
  • Generated 2,000 pounds or more of hazardous waste.
  • Generated 220 pounds or more of hazardous waste in any single calendar month.
  • Stored 2,200 pounds or more of hazardous waste on-site at any time.
  • Generated more than 2.2 pounds of acutely hazardous waste.
  • Generated more than 220 pounds of contaminated soil, water, or debris from an acutely hazardous waste cleanup.

Note for smaller generators: Facilities generating less than 220 pounds of hazardous or Class 1 waste per month must still file a “No Report Required” (NRR) notification via the STEERS program.

Important Deadlines for the 2025 Reporting Year

Mark your calendars with these submission deadlines for your 2025 data:

  • January 25, 2026: Deadline for paper submissions using Form 00436.  This option is only available to Very Small Quantity (VSQG) or Small Quantity (SQG) Generators.
  • March 1, 2026: Deadline for all electronic submissions through the State of Texas Environmental Electronic Reporting System (STEERS).
  • Important: All Large Quantity Generators (LQGs) are required to submit their reports electronically via STEERS.

Best Practices for a Smooth 2025 Reporting Season

Navigating waste reporting can be complex, but preparation is key. We recommend the following steps:

  1. Verify Your Generator Status Now: Review your 2025 waste generation and storage records to determine if you need to file a detailed report or an NRR notification.
  2. Consolidate Your Documentation: Begin gathering all necessary records, including waste profiles, manifests, and disposal receipts. This will ensure your final report is accurate and defensible.
  3. Prepare for Electronic Filing: If you plan to use STEERS, confirm that your account is active and that you have the necessary permissions.  Don’t wait until the last minute to familiarize yourself with the system.
  4. Ensure Accurate Waste Classification: Double-check that all waste streams have been properly classified.  Correct classification of your waste is the most important aspect of compliant AWS reporting.
